Washington —Secretary of State Marco Rubio said Sunday that "both sides are going to have to make concessions" to end Russia's war in Ukraine, hinting at the road ahead for talks aimed at getting Moscow and Kyiv to reach a lasting peace agreement. "We want to wind up with a peace deal that ends this war so Ukraine can go on with the rest of their lives and rebuild their country and be assured that this is never going to happen again," Rubio said on "Face the Nation with Margaret Brennan," noting that doing so would require both sides "to give." Full transcript: Secretary of State Marco Rubio on "Face the Nation with Margaret Brennan" President Trump isset to meetwith Ukrainian President Volodymyr and European leaders at the White House on Monday following hishigh-stakes summitwith Putin in Alaska last Friday. Mr. Trump called the nearly three-hour meeting with Putin "extremely productive" with "many points" the two leaders agreed on. But "there's no deal until there's a deal," he said, and no ceasefire was announced. Rubio, who attended the summit, was thin on details Sunday, saying that "there are things that were discussed as part of this meeting that are potentials for breakthroughs." He added that the details would be discussed with Zelenskyy and other European leaders on Monday as the administration works to "narrow the gap between the two sides." "We have to make enough progress so that we can sit down President Zelenskyy and President Putin in the same place, which is what President Zelenskyy has been asking for, and reach a final agreement that ends this war," Rubio said, noting that there were "some concepts and ideas discussed" with Putin that they expect the Ukrainians would support. When asked whether the U.S. would demand Russian withdrawal from Ukrainian territory as part of an agreement, the secretary of state acknowledged that both sides would have to make concessions in order to reach a deal to end the conflict. "If one side gets everything they want, that's called surrender," Rubio said. "And that's not what we're close to doing, because neither side here is on the verge of surrender, or anything close to it." Rubio outlined a handful of areas where agreement needs to be reached, including the details of security guarantees for Ukraine, the question of territories "and where the lines are going to be drawn" and the issue of rebuilding the country. He said the ideas "require some more specificity," noting that the U.S. will "need to work with our partners to see what that looks like." Monday's discussions come after Zelenskyy met with Mr. Trump and Vice President JD Vance in February, when anOval Office meetingdescended into insults and chaos, exposing severe rifts between the U.S. and Ukraine. Rubio pushed back on the idea that European leaders are joining Zelenskyy in Washington to provide the Ukrainian president with backup to prevent him from accepting a bad deal after the contentious meeting earlier this year. "We've been working with these people for weeks, for weeks on this stuff," Rubio said. "They're coming here tomorrow because they're supposed to come here tomorrow. We invited them to come. The president invited them to come." The secretary outlined that after the meeting with Putin, "we felt, and I agreed, that there was enough progress — not a lot of progress — but enough progress made in those talks to allow us to move to the next phase." (The Center Square) – A judge has expanded a temporary restraining order against former U.S. Rep. Robert (Beto) O'Rourke and his organization, Powered by People, as well as ActBlue and any bank or financial institution with whom they do business. The order was issued on Saturday after Attorney General Ken Paxtonfiled a motionwith the court on Friday requesting it to expand an initial order issued last week. Eight days ago, a Texas district court granted a request for a temporary restraining order against O'Rourke and Powered by People, after both claimed to raise money to fund dozens of House Democrats leaving Texas, The Center Squarereported. More than 50 left in protest to prevent the Texas House from conducting official business, including voting for a Congressional redistricting bill they oppose. Paxton's office also launched an investigation into Powered by the People and Texas Majority PAC, The Center Squarereported. The court's initial order blocked O'Rourke and Powered by People from continuing to raise or distribute money for absconding Democrats. After the ruling, O'Rourke said the order wasn't stopping him from raising money. The next day, he held a rally in Fort Worth, saying, "Still here, still raising and rallying to stop the steal of 5 congressional seats in Texas," referencing the the new proposed maps that could flip up to five Democrat-held seats to Republican in the 2026 midterms. O'Rourke also posted videos on social media of him speaking at rallies to raise money for the House Democratic cause in Kansas City and in Fort Worth. He also posted links to raise money, saying, "the gloves are off. Donate now." Powered by People and the Democratic PAC ActBlue continued to raise money to "fight" Texas redistricting efforts, prompting Paxton to file a motion of contempt against O'Rourke, The Center Squarereported. Late Friday, Paxton filed an amended petition requesting the court to revoke Powered by People's charter, arguing it is "responsible for deceptively fundraising and handing out 'Beto Bribes' to Democrat legislators in exchange for breaking quorum." Paxton argues O'Rourke and the organization "have deceived donors, bought off Texas politicians, and unlawfully assisted runaway Democrats in avoiding arrest." He asked the court to "enforce its previous TRO, throw Beto behind bars, and revoke Powered by People's charter for its unlawful conduct. There must be consequences." The amended complaint claims "O'Rourke and Powered by People are directing consumers to political fundraising platforms, such as ActBlue, for the express political purpose of 'fight[ing]' Republicans and protecting Democratic seats from 'corrupt republicans,' meanwhile the funds are actually being used for lavish personal expenditures (i.e. travel on private jets, luxury hotel accommodations, and fine dining that is disconnected from, and has no legitimate purpose relating to, their legislative positions)." It also claims the defendants engaged in unlawful and deceptive fundraising practices in Tarrant County and engaged in deceptive trade practices in the solicitation and receipt of donations. It also asks the court to approve a Notice of Lien "to immediately halt Defendants' unlawful conduct." On Saturday, Judge Megan Fahey issued anexpanded TROthrough Sept. 5 and scheduled a hearing for a temporary injunction on Sept. 2. "The Court finds that harm is imminent to the State, and if the Court does not issue this order, the State will be irreparably injured," Fahey said in her ruling. "Specifically, Defendants' fundraising conduct constitutes false, misleading, or deceptive acts under the Texas Deceptive Trade Practices Act" and Texas business codes. "Because Defendants are raising and utilizing political contributions from Texas consumers to pay for the personal expenses of Texas legislators, in violation of Texas law. Because this conduct is unlawful and harms Texas consumers, restraining this conduct is in the public interest." After the ruling, Paxton said, "His fraudulent attempt to pad the pockets of the rogue cowards abandoning Texas has been stopped, and now the court has rightly frozen his ability to continue to send money outside of Texas. The cabal of Democrats who have colluded together to scam Texans and derail our Legislature will face the full force of the law, starting with Robert Francis O'Rourke." On Saturday, O'Rourke was involved in another rally in Austin and thanked "everyone who has joined us in this fight for Texas." As a result of their fundraising efforts, they donated more than $1 million to the Texas Legislative Black Caucus, the Texas House Democratic Caucus, and the Mexican American Legislative Caucus during the special session, heannounced.

Au revoir. The Who –Roger Daltreyand Pete Townshend and a coterie of top flight musicians – kicked off the fittingly namedThe Song Is Over North American Farewell Tourat Amerant Bank Arena in suburban Fort Lauderdale on Saturday, Aug. 16. The band will play16 more concerts through September before Daltrey unfurls his "Won't Get Fooled Again" bellow and Townshend windmills on his guitar during "My Generation" for the final time. Though a few technical glitches and sound problems visibly irritated Daltrey, the pair appeared in good spirits throughout the 23-song, two-hour-ish show. "For those with deep pockets, Roger and I are available for private parties," Townshend told the full arena following a declaration that this is truly theThe Who'sswan song. The Who setlist:All the songs on the iconic band's farewell tour Prior to thisNorth American tour, named for a song on The Who's 1971 "Who's Next" album, the band played a pair of concerts in Italy in July. While they retainedthe obvious staplesof any Who show – "Baba O'Riley," "Pinball Wizard" and set opener "I Can't Explain" among them – for this run, they also chucked a few curveballs. A pair of songs from that landmark "Who's Next" release incited cheers from hardcore fans who haven't had many opportunities to hear "Bargain," its romantic message buried inside a swish of psychedelic rock, and"Going Mobile,"a Townshend-penned song being played for the first time as The Who. Toward the end of the show, Townshend sat with an acoustic guitar while Daltrey emoted during "Tea & Theatre," an infrequently played cut from 2006's mini opera "Endless Wire" that showed how dedicated the band is to mixing up its setlist for this final run. Given hisown admissionsabout vocal struggles and hearing loss, it's fair to wonder if Daltrey, at 81, still possesses a modicum of the robust voice associated with one of the greatest rock singers in history. The answer would be mostly. After a raspy few opening songs, Daltrey, a silver fox in tinted glasses, a long-sleeve T-shirt and practical sneakers, found his comfort zone on "The Seeker." Though three band members – guitarist Simon Townshend, keyboardist Loren Gold and backing vocalist John Hogg – routinely handled the heavy lifting on the harmonies, especially during the ping-pong vocals that form the coda of "Who Are You,"Daltrey found the noteswhen he needed them most. For every strained vocal, such as on "Behind Blue Eyes," which the band restarted after technical difficulties, there was a visceral "See Me, Feel Me," the insistent "Tommy" overture that Daltrey poured his soul into. At song's end, Daltrey grinned at Townshend with a look that said, "Somehow I got through it." Townshend clapped Daltrey's shoulder in affirmation, a show of affection between two very different personalities who nonetheless created 60 years of memories. Throughout the show, Townshend, 80, the black-clad guitar architect, shredded riffs and nimbly raced his fingers down the fretboard. While he acknowledged his own vocal shortcomings and turned the mic over to brother Simon for "Going Mobile," he steered "Eminence Front" with barked lyrics over the song's metronomic cadence. The Who was also joined by longtime collaborators Jon Button on bass, Jody Linscott on percussion, and, sliding onto the throneoccupied by Zak Starkeyfor nearly 30 years, drummer Scott Devours. "I have no idea who he is," Townshend joked when introducing the band. Devours is a veteran ofDaltrey's solo band, and he exhausted himself with The Who's hard-hitting tom-tom fills and snare slaps immortalized by original drummer Keith Moon. Though the song is soon-to-be over for The Who, they've orchestrated a concert that wraps their legacy with pride. "You'll never remember the perfect show," Daltrey said after another technical issue paused the start of the sprightly "You Better You Bet." "You'll remember the (screw)-ups."
