Erinhas strengthened into a powerful Category 5 hurricane in the Caribbean, the National Hurricane Center said Saturday. The hurricane is not forecast to hit land, but strong winds are affecting nearby islands, prompting forecasters to warn of possible flooding and landslides. The storm will eventually swerve away from the continental United States, the Miami-based hurricane center said. Erin began as a tropical storm, became a hurricane on Friday and quickly intensified overnight Saturday. Here's how the storm became so powerful. What is rapid intensification? On Friday morning, Erin was only a tropical storm. It underwent rapid intensification, which means the storm's wind speeds strengthened by more than 58 miles per hour in a 24-hour window, overnight. Erin has low wind shear and a tight, compact core. Those features, combined with its path over very warm water, create the "perfect conditions for rapid intensification," said CBS News weather producer David Parkinson. Sea surface temperatures are over 85 degrees Fahrenheit and warmer than normal. Hurricane-caused climate change is making it easier forhurricanes to rapidly intensify. Since April 2023, global sea surface temperatures have been hotter than any period on record, and hotter oceans fuel stronger storms and amplify evaporation, strengthening hurricane winds and increasing the rain they hold. Rapid intensification can lead to more rainfall and coastal flooding. Erin's outer bands are expected to produce heavy rainfall across the northern Leeward Islands, the Virgin Islands and Puerto Rico. Local flash and urban flooding, along with landslides or mudslides, are possible, according to the National Hurricane Center in Miami. The last Category 5 storm,Hurricane Milton, also underwent rapid intensification before slamming into Florida as a Category 3 storm in 2024. Two dozen people died in the storm. From 1980 to 2023, 177 Atlantic hurricanes that made landfall rapidly intensified. About 80% of Category 3-5 hurricanes undergo this process. Hurricane Erin's path Erinformed as a tropical stormon Monday west of the island nation of Cabo Verde, a few hundred miles off Africa's western coast, then developed while traveling over the Atlantic. The center of the storm is forecast to curve northward. Its center is expected to pass north of the northern Leewards, the Virgin Islands and Puerto Rico, the NHC said. The storm is expected to remain well offshore of the U.S. East Coast, according to a "spaghetti map" of forecast models showing Erin's possible paths. A high-pressure system in the Atlantic and a cold front are expected to steer Erin away from the Eastern seaboard. Bermuda may see some effects, hurricane specialist and storm surge expert Michael Lowry told CBS News. "All of our best consensus aids show Erin turning safely east of the United States next week, but it'll be a much closer call for Bermuda, which could land on the stronger eastern side of Erin," he said. 2025 Atlantic hurricane season so far Erin is the fifthnamed stormof the 2025 Atlantic hurricane season, which started June 1 and runs through November 30. So far,Tropical Storm Chantalis the only storm to have made landfall in the U.S., bringingdeadly floodingto North Carolina in early July. In June, Barry made landfall as a tropical depression on Mexico's eastern coast. Forecasters could see conditions were ripe for Erin to become an extremely powerful storm as it moved across very warm waters in the open Atlantic. "Water temperatures at the surface and hundreds of feet deep are several degrees higher than the historical average," said Alex DaSilva, Accuweather's lead hurricane expert. This year's season is once again expected to be unusually busy. The forecast calls for six to 10 hurricanes, with three to five reaching major status with winds of more than 110 mph. The Trump administration is signaling it will more heavily scrutinize applications filed by legal immigrants seeking American citizenship, in its latest effort to tighten access to U.S.immigration benefits. U.S. Citizenship and Immigration Services, the federal agency overseeing the country's legal immigration system,instructed officerson Friday to consider additional factors when determining whether immigrants applying for U.S. citizenship have a "good moral character." Typically, legal immigrants with U.S. permanent residency, also known as a green card, can apply for naturalized American citizenship after a 3- or 5-year period, depending on their case. Demonstrating "a good moral character" has long been one of the requirements in U.S. immigration law for American citizenship, alongside passing English and civics tests. For decades, under Republican and Democratic administrations, the "good moral character" assessment has generally been satisfied if applicants don't have any ofthe criminal offenses or disqualifying conductoutlined in U.S. immigration law. Those disqualifying factors range from violent crimes like murder and aggravated felonies to drug offenses and being a "habitual drunkard." But a policy issued Friday by USCIS expands the "good moral character" assessment, saying that determination must involve "more than a cursory mechanical review focused on the absence of wrongdoing." Instead, the review, the agency told its officers, should be "a holistic assessment of an alien's behavior, adherence to societal norms, and positive contributions that affirmatively demonstrate good moral character." The directive orders officers to place a "greater emphasis" on applicants' "positive attributes and contributions," listing community involvement, family caregiving and ties, educational attainment, "stable and lawful" employment, the length of time spent in the U.S., and paying taxes as some of those factors. The memo also mandates "greater scrutiny" of factors that show applicants lack a "good moral character," beyond the crimes and disqualifying conduct detailed in U.S. immigration law. Those factors, the policy said, include "acts that are contrary to the average behavior of citizens in the jurisdiction where aliens reside," including actions that are "technically lawful" but also "inconsistent with civic responsibility within the community." USCIS listed "reckless or habitual traffic infractions, or harassment or aggressive solicitation" as some of those actions. Lastly, the new USCIS policy instructs officers to weigh factors that could show that applicants who have engaged in wrongdoing have rehabilitated, such as complying with probation, paying overdue taxes or child support and receiving letters of support from their community. Over the past decade, the U.S. government has naturalized between 600,000 and 1 million immigrants as citizens annually, USCIS figures show. In a statement to CBS News, USCIS chief spokesman Matthew Tragesser said the directive is another effort by President Trump's administration to "restore integrity" to the U.S. immigration system. "U.S. citizenship is the gold standard of citizenship — it should only be offered to the world's best of the best," Tragesser added. "Today, USCIS is adding a new element to the naturalization process that ensures America's newest citizens not only embrace America's culture, history, and language but who also demonstrate Good Moral Character." Doug Rand, a former senior USCIS official during the Biden administration, suggested the Trump administration's policy is designed to scare legal immigrants from applying for American citizenship and require officers to put their "thumb on the scale" to find more reasons to deny applications. "They're trying to increase the grounds for denial of U.S. citizenship by kind of torturing the definition of good moral character to encompass extremely harmless behavior," Rand said, citing the policy's reference to traffic infractions. While the Trump administration has launched a highly visible crackdown on illegal immigration by deploying thousands of troops to the southern border, expanding immigration raids across the country, and fast-tracking deportations of those in the U.S. illegally, it has simultaneously moved to restrict legal immigration, with less fanfare. The Trump administration has virtually shut downrefugee admissions, terminated Biden-era programs that allowedmigrants to enter the U.S. legally, limited visas for certain countriesand implemented aggressive vetting procedures for legal immigration benefits. Those efforts include expanded vetting of social media activity of legal immigrants and stricter screening requirements for some applications. MADRID (AP) — A 20-year old Palestinian woman described as being in a "state of severe physical deterioration" has died after being transferred to Italy for treatment, the hospital said Saturday. The patient was admitted to Pisa University Hospital late Wednesday and died on Friday. She was removed from the Gaza Strip as part of a humanitarian mission and arrived with a "with a very complex, compromised clinical picture," according to the hospital. She died after entering a respiratory crisis and subsequently going into cardiac arrest, it said in a statement. Hospital staff had performed tests and started supportive therapy before she died, the statement said. The woman, named by Italian media as Marah Abu Zuhri, had arrived in Italy with her mother. Italian Foreign Minister Antonio Tajani said almost 120 Gazans — 31 patients and their families — had been flown to Rome, Milan and Pisa on three planes. In a post on X, Tajani said that it was the 14th medical evacuation of Palestinians that Italy had conducted since January 2024, and the largest. The hospital did not specify whether the woman had suffered from malnutrition, but said that she had arrived in a "state of severe physical deterioration." Eugenio Giani, leader of the Tuscan region, expressed his condolences Saturday for the woman's death. Earlier in the week, United Nations spokesman Stephane Dujarric said that starvation and malnutrition in Gaza were at their highest levels sincethe Israel-Hamas warbegan. The U.N. says nearly 12,000 children under 5 were found to have acute malnutrition in July — including more than 2,500 with severe malnutrition, the most dangerous level. The World Health Organization says the numbers are likely an undercount. Israeli Prime Minister Benjamin Netanyahu said last month no one inGazais starving. "There is no policy of starvation in Gaza, and there isno starvation in Gaza," he said. U.S. PresidentDonald Trumpresponded to Netanyahu's claim by noting theimages emerging of emaciated people. "I don't know," Trump said whenasked if he agreedwith the Israeli leader's comment. "I mean, based on television, I would say not particularly because those children look very hungry." Over the past two weeks, Israel has allowed around triple the amount of food into Gaza than what had been entering since late May.
