TheJuly 10 ordercame less than a month after theFirst Amendment Coalition filed a lawsuitagainst the department on behalf of the Los Angeles Press Club and the independent media outlet Status Coup in U.S. District Court for the Central District of California. The order upholds the "critical role that journalists serve in Los Angeles," Adam Rose, a spokesperson for the Los Angeles Press Club, said on July 11. "It also affirms what we've been telling LAPD for years: they're not following the law," Rose said. The order said the department cannot use less-lethal munitions or other crowd-control measures against journalists who "are not posing a threat of imminent harm to an officer or another person." USA TODAY reached out to the LAPD for comment. The order also said the department was enjoined, or prohibited, from: "Prohibiting a journalist from entering or remaining in the closed areas." "Intentionally assaulting, interfering with or obstructing any journalist who is gathering, receiving or processing information for communication to the public – including by restricting journalists to areas from which they do not have sufficient opportunity to observe and report on protests, including the interaction between police and protesters." "Citing, detaining or arresting a journalist who is in a closed area for failure to disperse, curfew violation or obstruction of a law enforcement officer for gathering, receiving or processing information." (AP) — A drenching weather system moving across Florida on Tuesday wasn't even a tropical anything but has the potential to develop into a tropical depression as it moves into the northeastern and northern Gulf later in the week, according to National Weather Service forecasters. The system would be called Tropical Storm Dexter if it became a named storm, but it was expected to be far less lethal than the namesake vigilante serial killer of the Showtime crime drama, "Dexter" which was set in Florida. The National Weather Service said the area of low pressure off Florida's east coast was becoming better defined and moving west across the Florida Peninsula on Tuesday. The system was drenching the peninsula with heavy rains, and the weather service warned of the potential for flash flooding in parts of the state through the middle of the week. "Environmental conditions appear generally favorable for additional development, and a tropical depression could form by the middle to latter part of this week as the system moves across the northeastern and north-central Gulf," the National Weather Service said. How many storms have we had so far? Just six weeks into the start of the 2025 Atlantic hurricane season, three tropical storms have developed — Andrea, Barry and Chantal. Dexter would be the fourth if it develops that way. Andreadissipated in the Atlanticafter forming at sea last month. Barrydumped rainon eastern Mexico at the end of last month. Chantalmade landfallin South Carolina last week, and its remnants caused flooding in North Carolina that killed an 83-year-old woman when her car was swept off a rural road. Floodwaters also forced dozens of people to flee their homes in North Carolina. How many Atlantic storms are predicted this season? The National Oceanic and Atmospheric Administration in Mayforecast 13 to 19 named storms, with six to 10 becoming hurricanes and three to five reaching major status with winds of more than 110 mph (177 kph). A normal season has 14 named storms, seven of which strengthen to hurricanes and three power up further to major hurricanes. 'Weather modification' reports required in Florida With hurricane season on Floridians' minds, state Attorney General James Uthmeier this week sent a letter to the state's airports telling them that they must report the presence of any aircraft used for the purposes of "weather modification" starting in October to comply with a new Florida law. Many pointed to one process in particular, blaming cloud seeding performed on July 2 by a California-based company for the tragedy. But officials say there is no evidence that the floods are the result of cloud seeding and experts agree that cloud seeding would not result in precipitation of this magnitude. Uthmeier said at a news conference on Tuesday that "this stuff sounds pretty scary to me." HAVANA (Reuters) -Cuba's labor minister denied there are beggars in the poor, Communist-run country in official testimony, prompting rare criticism by Cuban President Miguel Díaz-Canel of one of his own ministers on Tuesday. "We have seen people who appear to be beggars, but when you look at their hands, when you look at the clothes those people wear, they are disguised as beggars ... In Cuba, there are no beggars," Labor and Social Security Minister Marta Elena Feito said on Monday, while testifying before a commission of parliament. "They have found an easy way of life, to make money and not to work as is appropriate," she said in a statement broadcast live on state television. Her words struck a nerve in Cuba, where years of crisis marked by runaway inflation and scarcity of basic goods have left large swaths of the population living day-to-day and a small, but increasing number of visibly impoverished people on the street, "These people, who we sometimes describe as homeless or linked to begging, are actually concrete expressions of the social inequalities and the accumulated problems we face," Diaz-Canel told the same commission on Tuesday. "I do not share some of the criteria expressed in the commission on this issue," he said. Feito characterized people wiping windshields on street corners as possibly looking for money to get drunk, and those picking through garbage as unlicensed self-employed recyclers dodging taxes. "The economic crisis has exacerbated social problems … the vulnerable are not our enemies," Diaz-Canel said. The minister was not seen during broadcasts of Tuesday's parliament session.
